KFF Website Helps Outline Differences Between Reform Proposals
As health care reform continues to be debated in Washington, it is
critical that consumers and purchasers understand the implications of
the different proposals. The Kaiser Family Foundation provides a very
useful tool to compare the various health care reform proposals being
considered by Congress. Users can compare any of eleven different
proposals, broken down into seventeen different topics.
CHCC encourages readers to pay particular attention to sections on
Improving Quality/Health System Performance, Prevention/Wellness and
Cost Containment. Regardless of payer, no reforms will be sustainable
that do not address and mitigate the 30-50% of healthcare spending that
is wasted on low quality, unnecessary care and inefficient
administration. Components like these included in the House of
Representatives' proposal offer promise of an improved system:
Support comparative effectiveness research by establishing a
Center for Comparative Effectiveness Research within the Agency for
Healthcare Research and Quality to conduct, support, and synthesize
research on outcomes, effectiveness, and appropriateness of health
care services and procedures. An independent CER Commission will
oversee the activities of the Center.

Conduct Medicare pilot programs to test payment incentive models for
accountable care organizations and bundling of post-acute care payments,
and conduct pilot programs in Medicare and Medicaid to assess the
feasibility of reimbursing qualified patient-centered medical homes.
